Established in 1851 under the leadership of Gobernadorcillo Alejandro de Ocampo, Barangay Lumampong Halayhay is located more or less seven kilometers away from población. It is bounded on the north by Barangay Tambo Munti Kulit, on the south by Barangay Guyam Malaki, on the east by Barangay Harasan and on the west by Barangay Lumampong Balagbag. It is primarily classified as rural with a total land area of 222.58 hectares.

As the basic political unit, the Barangay serves as the primary planning and implementing unit of the government policies, plans, programs, projects and activities and as a forum wherein the collective views of the people may be expressed and considered and where disputes may be amicably settled.
