PLANNING AND DEVELOPMENT

SECURING LOCATION CLEARANCE

All commercial business and private persons constructing a new building are required to apply Location Clearance to use and develop their land. This should be done before the start of the construction to ensure that the chosen location is allowable as per municipal Ordinance or Municipal Comprehensive Land Use Plan.

● Requirements:

     ● Notarized application form
     ● Photocopy of Tax declaration (Proof of Ownership)
     ● Building Plans including bill of materials/project cost estimate
     ●Authorization letter or representative if applicant is not available
     ● Vicinity/location site map
     ●Barangay Clearance
     ●If not owned: Contract of lease or authorization for lot occupation
     ● Project Description (if necessary)

● Fees.

     There shall be collected from every person natural or judicial fees on real estate development for the issuance by the municipality of zoning location clearance as follows.

     For the purpose of assessing the project cost, the following schedule shall be the basis:

          Residential Structure                               – Php 11,000 per sq. meter (complete construction)
                                                                        9,000 per sq. meter (incomplete construction)
         Apartment/Townhouses                         13,000 per sq. meter
         Dormitories                                            13,000 per sq. meter
         Institutional                                            13,000 per sq. meter
         Commercial                                           13,000 per sq. meter
         Agri-Business                                        7,000 per sq. meter
         Industrial                                               13,000 per sq. meter
         Special projects other than
                residential Institutional,
               commercial, agribusiness
                and industrial                                       13,000 per sq. meter

(a) Residential structure single or detached other than the apartments/townhouses, dormitories and subdivision projects, based on the following project cost:

Section 3K.02. Additional/renovation/alteration shall be assessed based on the above schedule

Section 3K.03. Time of payment. The fees herein impose shall be payable upon application or before the issuance of the zoning or locational clearance

Section 3L.01. Imposition of Fees. There shall be collected from subdivision developers fees for the subdivision inspection, and subdivision plan processing and approval based on the following schedule

(a) Approval of Subdivision

1. Residential subdivision

     (i) Preliminary processing fee per hectare or Fraction thereof  3,000.00
     (ii) Final processing fee per hectare or fraction thereof  2,000.00
     (iii) Alteration of plan fees  2,000.00
     (iv) Subdivision Inspection Fee  4.00/sq.m.
     (v) Final Inspection of subdivision and Issuance of Certificate of completion per hectare or fraction thereof  1,000.00

2. Farm lot subdivision

     (i) Preliminary processing fee per hectare or fraction thereof   1,500.00
     (ii) Final processing fee per hectare or fraction thereof   1,000.00
     (iii) Alteration of plan fees   1,000.00
     (iv) Subdivision Inspection Fee  3.00/sq.m.
     (v) Final Inspection of subdivision and issuance of certificate of completion per hectare or fraction thereof  800.00

3. Cemetery/ Memorial Park

     (i) Preliminary processing fee per hectare or fraction thereof 4,000.00
     (ii) Final processing fee per hectare or fraction thereof 3,000.00
     (iii) Alteration of plan fees 3,000.00(iv) Subdivision inspection Fee 4.00/sq.m.
     (v) Final Inspection of subdivision and issuance of Certificate of completion per hectare or fraction thereof  1,000.00

Section 3L.02. Time of payment. The fees imposed herein shall be paid to the Municipal treasurer of this Municipality upon application thereof.

Section 3L.03.  Administrative Provisions.
(a) The applicant for subdivision inspection and subdivision plan evaluation shall present the location map to the Municipal planning and development officer for assessment purposes
(b) The municipal planning and Development officer shall issue the necessary order of payment and the same shall be presented to the Municipal treasurer by the applicant for payment.
